Working as part of the application development team under the guidance of the Team Lead, Application Development, and reporting directly to the Director, IS&T, this position is responsible for maintaining, supporting and assisting with the development of application systems. The successful incumbent will contribute to the ongoing improvement of IT services, be committed to quality standards and participate in the team by assisting others, sharing information and contributing to goals.



  • Provide support to internal customers and end users, in collaboration with the rest of the development team
  • Investigate and resolve issues related to custom-built PHP and IBM i applications using RPG and DB2 database
  • Identify and propose application system improvements
  • Prepare and execute unit tests
  • Create and maintain monthly and ad hoc reports for teams across the business
  • Resolve application related issues in the incident queue and document resolution as required
  • Provide work estimates and progress updates in a timely manner
  • Work as part of a team to develop new functions, applications, and technical specifications to respond to changing needs, while ensuring adherence to the department’s development standards
  • Provide after-hours remote system support as required
  • Regular review and assessment of developmental goals, accomplishments and priorities to meet personal, departmental and organizational objectives
  • Perform other related projects and duties as required


  • Completion of a Bachelor’s Degree in Computer Science and a minimum of 2 years related experience.  An equivalent combination of training and experience will be considered
  • Preference will be given to candidates with direct experience in:
    • developing web applications utilizing HTML, CSS, JavaScript/JQuery, Bootstrap, PHP, and DBMS such as DB2 or SQL Server
    • version control tools, CI/CD, and source code management (GitHub is preferred)
    • using the MVC architectural pattern
  • Knowledge of Zend Studio, Vagrant, C#, and IBM i would be considered assets
  • Strong analytical and problem-solving skills with the ability to understand and document program requirements
  • Ability to collaborate and work cooperatively with others, as well as independently with minimal supervision
  • Must have strong organizational skills with the ability to manage multiple tasks and set priorities within established guidelines and time constraints
  • Service focused with strong written and verbal communication skills and the ability to explain concepts and technical details to various audiences
